It seems as though it lost a tail feather or two, and can't 'take off'.
It's a small hawk, not really baby, maybe adolescent.
I put it in the yard, out of further harms' way.
Any suggestions on how to help it?

The leaves have a white powdery substance on them. Last year we cut the limbs way back to try to eliminate the problem...at someones suggestion...and it didn't work. Is there a systemic treatment. Probably need an arborist. Any ideas or help would be appreciated. It's a pretty big tree, about 10 to 15 meters high.
